Thank you very much for your invitation to the launching of KAPAYAPAAN on
July 15, 2014.
We in the NDFP Negotiating Panel warmly congratulate you for organizing
KAPAYAPAAN, Campaign for A Just and Lasting Peace!
The National Democratic Front of the Philippines (NDFP) conveys its full
and firm support to your determination to build a nationwide and vibrant
peace constituency to push for the resumption of the peace talks. We are
in accord with your calls: Resume Peace Talks! Honor All Agreements!
Address the Roots of the Armed Conflict!
The NDFP is willing to hold informal talks or consultations with the
Government of the Philippines (GPH) on the basis of all bilateral peace
agreements to seek a just and lasting peace by addressing the roots of the
armed conflict. Such informal talks or consultations are in accordance
with the Agreement on the Ground Rules of the Formal Meetings between the
GRP and the NDFP Panels signed on February 26, 1995.
The NDFP is willing to hold the informal talks or consultations without
preconditions. These can take place in the next month in Oslo, Norway or
in The Netherlands. Such informal talks or consultations should aim for
the resumption of formal talks in the succeeding month or months.
We share the call for resuming as soon as possible the negotiations on
social and economic reforms, the second substantive agenda stipulated in
The Hague Joint Declaration. These indeed constitute the meat of the roots
of the armed conflict, as you have correctly stressed.
Our Reciprocal Working Committee on Social and Economic Reforms is ready
for such negotiations. It is composed of Ms. Julieta de Lima, Member of
the NDFP Negotiating Panel, as Chairperson, Messrs. Rafael Baylosis,
Randall Echanis, and Alan Jazmines as Members. As you all know, Alan
Jazmines is in detention since February 14, 2011, in violation of the
Joint Agreement on Safety and Immunity Guarantees (JASIG).
Again, our warm congratulations for organizing KAPAYAPAAN. We extend our
best wishes for the success of KAPAYAPAAN. On behalf of our Negotiating
Panel, NDFP Political Consultant Vicente Ladlad will attend and
participate in your launching of KAPAYAPAAN!
